Do Not Cross Or Climb?

I didn't have any desire to be on the air station even when I was in the Marines. Still don't now that it's suppose to be the GREAT park of Orange County, CA.

Is the sign saying don't carry a ladder or do they want us to stay away from the railroad tracks? Or maybe it's 'Don't use a ladder to get over the fence onto the air station or great park.' Whatever.
